Mr. Brooks Andiego is a highly experienced Security and Law Enforcement Professional,
currently serving as the Head of City Inspectorate. He brings with him an outstanding 19-year
career in the Kenya police paramilitary unit – the General Service Unit (GSU), where he gained
extensive expertise across diverse security disciplines.
His professional background spans criminal law, anti-crime operations, bomb demolition, VIP
protection, protocol and etiquette, foot and arms drill, field craft and tactics, vehicle anti-ambush
drills, vital installation security, crowd management, security communication, and advanced anti-
riot strategies. Complementing his field experience, Mr. Andiego holds a Bachelor’s Degree in
Criminology and Security Management, specialized credentials in Forensic Management, and
advanced skills in Combat Search and Rescue (CSAR).
Renowned for his strategic leadership and operational excellence, he combines rigorous
paramilitary training with modern security management principles. His commitment to
discipline, public safety, and compliance makes him an invaluable asset in safeguarding urban
order and steering the City Inspectorate towards professional, accountable, and effective service
delivery.

The City Inspectorate and Security Department is the enforcement arm of the County
Government of Kisumu. It ensures compliance with county by-laws, maintains public order,
safeguards county assets, and supports revenue protection within the city
Guided by professionalism and discipline, the department works closely with national security
agencies, the judiciary, and community stakeholders to create a safe, orderly, and thriving urban
environment. It is also committed to adopting modern compliance systems such as the Integrated
Revenue Management System (IRMS) to strengthen accountability and efficiency in service
