City of Kisumu Manager Abala Wanga represented the County at the 2025 Annual Convention of the National Head of Public Service and County Secretaries held in Kwale County. The City Manager gave elaborate speech and was a discussant in the panel that discussed Cities and Municipalities autonomy and challenges faced in the present devolution framework. Abala emphasized the need to have proper structures that will Cities and Municipalities proper autonomy than it is presently.
The convention was officially opened by Chief of Staff and Head of Public Service Felix Kosgei who emphasized the need for stronger collaboration between the National and County Governments to enhance service delivery to our citizens.
The Council of Governors (COG) Chairman, FCPA Ahmed Abdullahi, reiterated that Devolution is working and must be safeguarded. He also highlighted the challenges counties face due to delays in disbursement of funds from the Office of the Controller of Budget, which affect timely implementation of county programs.
